Pull the prior survey, the three recommendations still open from it, five years of loss runs, the sprinkler hydraulic calculation on file, and the protection classification for the responding fire district.

Build the visit agenda around what changed: commodity classification in the new bay, in-rack against ceiling-only protection, hot-work permit practice during the fit-out, and the impairment procedure.

Draft the report from the returned notes and photographs, numbering new recommendations after the carried-forward ones and naming the design basis each one rests on.

What must be tested or reviewed
- 01A rack-storage occupancy with a known commodity class and storage arrangement produces a recommendation citing the NFPA 13 design density that governs it, and citing no standard that does not apply to the occupancy.
- 02No coverage position, subjectivity, or premium figure appears in a survey report; none of the three is the engineer's to make, and a draft carrying one fails.
- 03Carryover is tested: three recommendations left open at the last visit appear in the new draft under their original numbers with current status, none quietly dropped.
- 04Every factual assertion in the draft traces to a field note, a photograph, or a named protection record, so an assertion with no source behind it is surfaced instead of written.
Human authority
- The assigned risk engineer signs the survey report and personally owns every recommendation in it.
- The account underwriter, escalating to the Chief Underwriting Officer above the referral trigger, decides whether a recommendation becomes a condition of coverage.
