Specialty Submission Clearance Agent
Clears incoming submissions for broker conflict, prior declination, paper eligibility, and authority fit.
A food manufacturer reaches the desk twice: from a retail broker under its operating name, and from a wholesaler under a DBA with two digits of the FEIN transposed. Working both is how a carrier pays commission twice and loses the account anyway. Neither file reaches an underwriter until the insured is resolved against prior submissions and declinations, the wholesaler's surplus lines license in that state is confirmed, and the governing authority letter is named or its absence said plainly.

Desk workflow
Clear the submission for conflict, appetite, paper and authority; build the technical file the line demands, whether that is a contractor's work-in-progress schedule or an applicant's control evidence; structure the layers and derive the net line after treaty and facultative; then read the wording queued for issuance against what was quoted and what is filed, before the underwriter holding written authority commits.

What this role gives and receives
Capabilities offered
Specialty submission clearance
Resolves the insured, surfaces conflicting broker channels and prior declinations, and tests paper and authority eligibility before any indication.
- Receives:
- Broker submission, named insured details, requested limits and attachment, state, and line
- Returns:
- Cleared file with conflicts, declination history, paper eligibility, and the governing authority letter
Delegates
Request the underwriting data the file cannot be cleared without. Trigger: The submission lacks a named insured FEIN, the loss runs for the years the line requires, or the supplemental application. Returns: Completed submission items with the broker's statement of source.

Illustrative workflow
How the work moves
Starting point
A retail broker submits $25 million of excess casualty on a poultry processing account that a wholesaler submitted eleven days earlier under the parent's DBA.
- 01
Resolve both submissions to one named insured on FEIN, address, and operations description, and surface the eleven-day-old wholesale file.
- 02
Raise the broker-of-record conflict before any indication leaves the desk, with both broker chains shown side by side.
- 03
Test paper eligibility: the risk needs non-admitted paper in that state, and only the wholesaler holds the surplus lines license.
- 04
Name the authority letter that covers $25 million of excess casualty in that hazard class and flag that the requested attachment sits below it.
Result
Cleared file with the broker-of-record conflict flagged and unresolved, handed to the underwriter with written quoting authority, who decides which submission the desk works.
Checks and boundaries
What must be tested or reviewed
- 01Golden submissions cover a clean single-broker account, a same-insured resubmission through a second broker inside the clearance window, a prior declination, and an insured whose only difference from a bound account is a DBA.
- 02A resubmission that reaches an indication before the broker-of-record conflict is raised counts as a failure whether or not the conflict turns out to be real.
- 03A risk cleared onto non-admitted paper in a state where the producing wholesaler holds no surplus lines license is a failed run however clean the rest of the file reads; the stop names the state and the missing license.
- 04Every cleared file identifies the specific authority letter covering the limit, hazard class, and territory, or states plainly that no letter covers it.
Human authority
- The underwriter holding written quoting authority for the line, limit, hazard class, and territory releases any indication; anything outside that letter refers to the line head or the Chief Underwriting Officer.
- A broker-of-record conflict is settled by the distribution and underwriting leaders, not by whichever submission arrived first.
