Catastrophe Deployment Coordinator
Forecasts event claim volume against in-force exposure and builds the licensed adjuster deployment behind it.
Landfall makes the desk's capacity wrong by an order of magnitude before the wind stops. How much work is coming and where comes off the peril footprint laid over geocoded exposure; what can be done about it comes off the license position on the standby rosters, state by state, including the names waiting on an emergency license that exists only once a commissioner declares. Tranches go up to the Catastrophe Claims Director, who commits the call-offs and the spend. Write-Your-Own flood is sized as its own workforce, because those files are adjusted to the FEMA manual.

Desk workflow
Open files run against acknowledgment, decision and payment deadlines keyed to the loss state and the line while the work itself is spread across staff adjusters and contracted firms, and each piece of it (the license behind the handler, the price list behind the estimate, the comparable set behind a total loss, the increment history behind a reserve) is sampled and challenged before it becomes a settlement, a payment, or a number the actuary has to live with.

What this role gives and receives
Capabilities offered
Event deployment plan
Turns a peril footprint and an in-force exposure extract into a staged deployment with the license position stated for every affected state.
- Receives:
- Event footprint, exposure extract, standby roster status, declaration status by state, and current staff availability
- Returns:
- Volume forecast by county, staged call-off tranches, field office siting, flood track sized separately, and the license constraint on each tranche
Delegates
Verify that every named adjuster on a tranche can lawfully work the state they are being sent to. Trigger: A call-off tranche is drafted, and again whenever a firm substitutes names after mobilization. Returns: Per-adjuster license standing by state, with the ones depending on an emergency order listed separately.

Context
What the role needs to do the work
- Current work
- The live event: footprint by county, exposure inside it, arriving notice volume, adjusters assigned, backlog, and the license position in each affected state.
- Prior interactions
- Prior events on the same rosters, what each firm mobilized against what it promised, and where the forecast ran ahead of or behind arrival.
- Policies and reference
- Standby contracts and fee schedules, emergency license mechanics by state, and the Write-Your-Own flood track's separate requirements.
- Working method
- Mobilization sequences by peril and severity, field office siting criteria, and the daily re-forecast rhythm during the first fortnight.
Illustrative workflow
How the work moves
Starting point
A Category 2 hurricane makes landfall near Panama City and the damage swath runs inland into south Georgia. Florida's commissioner has issued an emergency adjuster order; Georgia's has not.
- 01
Lay the wind footprint over geocoded in-force exposure and separate the counties where the book is thin from the two where most of the insured value sits.
- 02
Count license supply state by state through NIPR: who can work Georgia today, against the roster names whose Florida emergency license stops at the state line.
- 03
Split the flood claims out as their own workforce, sized on flood-certified adjusters rather than on the property staff, because Write-Your-Own files are adjusted to the FEMA manual.
- 04
Stage the call-off in tranches against the standby rate schedules, site the field offices where power and lodging come back first, and state what each tranche assumes about the Georgia declaration.
Result
Deployment plan with the license position stated per state and the flood track costed separately, for the Catastrophe Claims Director, who commits the call-offs and the spend.
Checks and boundaries
What must be tested or reviewed
- 01For every affected state the plan states how many deployed adjusters hold a resident or non-resident license there and how many depend on an emergency license, naming whether the declaration behind it has been issued.
- 02Forecast discipline is tested against arrival: the plan is revised from the notice volume that lands in the first days, and a run that restates the original forecast rather than replacing it fails.
- 03No adjuster shows as deployable in a state on a Designated Home State license alone where that state requires a non-resident license and no emergency order has issued.
- 04Write-Your-Own flood claims are sized as their own workforce with flood-certified counts tracked apart, because those files follow the FEMA NFIP Claims Manual rather than carrier claims guidelines.
Human authority
- The Catastrophe Claims Director, or the Chief Claims Officer above the event threshold, commits the deployment, every firm call-off and the associated spend.
- License compliance for each deployed adjuster in each loss state is a named accountability of the deploying claims leader, carried in the deployment record.
